The most famous last level in arcade history is an overflow.

Pac-Man (Namco, 22 May 1980 in Japan, Midway later that year in North America) stores the round in eight bits. After board 255 you ask the hardware for board 256 and the fruit-drawing code tries to paint 256 fruits. Half the maze becomes garbage. The left side is still a maze. The right side is a digital ruin. Players call it the split screen, the map-256 glitch, the kill screen.

A perfect game on this ROM is 3,333,360. Every dot, every energizer, every fruit, every blue ghost on boards 1 through 255, no death, then whatever points you can scrape from 256 with the lives you carried in. Billy Mitchell did the first publicly witnessed, verified perfect on 3 July 1999, in about six hours. Others have done it since, often faster. The number does not move. The ROM is closed.

In December 1982 the President of the United States wrote to an eight-year-old in San Francisco, Jeffrey R. Yee, congratulating him on 6,131,940. That score is only possible if you leave board 256. You cannot leave board 256.

The public wanted a number. The proof was a wall. The letter went out anyway.

What the split actually is

A clear board wants 244 pellets. On 256 the left half still holds 122. In the garbage on the right, technical write-ups count nine dots. Those nine respawn when you die. You can carry six lives into the screen. Harvest every hidden dot on every life and you still land around 176, short of 244. The level never completes. Some retellings flatten this into "six hidden pellets." Six is the life count. Nine is the garbage count. The folklore mixed the integers because both are small and both are tragic.

Don Hodges's disassembly essays (How High Can You Get?) are the document. Retro Game Mechanics Explained put the overflow on YouTube for two million people. The mechanism is documented. The nickname is folklore.

This is a different kill screen from NES Tetris. Tetris at 157 is a crash you can hunt. Pac-Man at 256 is a room you can enter and cannot tidy. Gibson asked the game to halt. Pac-Man halts you by handing you a broom and hiding the dirt.

The heaven is a finished 3,333,360

There is a real joy here and it is not Mitchell's later reputation. The joy is a closed form. Most arcade games leak. This one, played without dying, has a last integer. You can write it on a board and it will still be true in fifty years, hardware willing. Pattern players spent the 1980s mapping the first 20 boards and the "ninth key" loop that follows. The perfect game is that scholarship plus six quiet hours plus the humility to spend your last lives picking nine dots out of static.

Mitchell is the name attached to the first verified perfect. He is also the name attached to a later Donkey Kong authenticity war that ended with Twin Galaxies pulling scores and a court fight. That hell belongs in the middle of any honest paragraph about him, not at the top of a Pac-Man article and not as a reason to throw 3,333,360 in the bin. The number is the ROM's. Several other people have since produced it on camera. The first-to claim can be argued. The ceiling cannot.

The letter, and why it travelled

Yee's 6,131,940 appeared on early charts. He did television. Reagan's note, as later quoted in hobby histories, told an eight-year-old he was incredible. Arcade players boiled. The only way to that total is through a board the code will not let you finish. Twin Galaxies was still printing impossible Pac-Man numbers a year after the split had been described in print, including in Electronic Games. The referee can know the wall and still publish the balloon.

Why did the balloon fly? Because a six-million score is a sentence, and a 256-board overflow is a lecture. Newspapers can print the sentence. A president's office can type the sentence. The lecture needs a diagram of an 8-bit counter and a photograph of a ruined maze. The public, then and now, will pay more for the sentence.

It is the high-score problem in one White House stationery set. A score is a claim about a room you were not in. A famous signature on the claim does not add a pellet to board 256. It adds circulation.

Yee's number is folklore with a stamp. Mitchell's 3,333,360 is a fact with a method. The culture still reaches for the six million when it wants wonder, and for the three million when it wants to look like it did the reading.

What a protocol does with a wall

HISCORE's comparison key is game, mode, rules, unit, dir. Pac-Man perfect is points, direction high, rules: no death, original ROM, kill-screen harvest allowed. Pac-Man "I got six million" is either a different ruleset (and then you must say how you left 256) or it is not a row.

The six hidden-pellet story, the Reagan letter, the 3,333,360: only one of those belongs in the number column. The other two belong in the notes, labelled. A board that cannot label them will always prefer Yee, because Yee is larger.

The ROM prefers 3,333,360. So should you.
